Mine is: what's the reputation bar next to peoples name? How does it work?

You can give positive or negative reputation to a member depending on his good or bad behavior in certain thread or post. You should be totally objective, and shouldn't distribute reputations as gifts. But it's nice way to measure a member contribution in our forums.

How do you actually view your reputation and other people's reputation? I was wondering that and trying to figure it out for a bit now..

You can view the positives or negatives on your "User CP". It doesn't tell you who left the feedback. I don't think there is a way to view other peoples feedback.
